Acceptable Use & Fair Use Policy
Effective 25 May 2026.
1. Legal & regulatory compliance
Blu Dot SA Services may only be used for lawful purposes. Customers must comply with all Applicable Laws, including the Electronic Communications Act, Consumer Protection Act, RICA, POPIA and ICASA regulations.
Customers may not transmit, store or distribute any content that is:
- Illegal
- Harmful
- Abusive
- Defamatory
- Fraudulent
- Copyright-infringing
- Hate speech
- Malicious or harmful to minors
2. Network use & responsibility
- Blu Dot SA cannot control all content transmitted over the Internet and is not responsible for third-party content.
- Customers must comply with the acceptable use policies of any interconnected networks.
- Customers may download content marked as available for download but may not distribute copyrighted material without permission.
Customers may not access, share or distribute unlawful content, including stolen intellectual property, child exploitation material, malicious software or unlawful hate speech.
3. System & network security
Customers may not engage in any activity that compromises network security, including:
- Hacking, cracking or bypassing authentication
- Probing, scanning or testing network vulnerabilities
- Interfering with service to any user or network
- Denial-of-service attacks
- Packet spoofing
- Unauthorised monitoring of data or traffic
Blu Dot SA will investigate security violations and may cooperate with law enforcement. Customers may not use Blu Dot SA Services to distribute malware, viruses, worms or malicious code.
4. Fair Use Policy (FUP)
To ensure fair access for all customers, Blu Dot SA may take steps to prevent excessive or abusive usage, including:
- Throttling or limiting throughput
- Restricting specific ports or protocols
- Applying traffic shaping
- Temporarily suspending service
- Terminating service in cases of extreme abuse
This policy applies to intended misuse, unintended misuse (e.g. malware, compromised devices) and excessive consumption that impacts other users. Usage is subject to available network capacity, service-specific limitations and the fair distribution of bandwidth.
5. Email, messaging & communication abuse
Customers may not send:
- Unsolicited bulk email ("spam")
- Chain letters
- Malicious or harmful messages
- Mass unsolicited WhatsApp messages
- Automated messages without consent
Customers must maintain clean mailing lists and remove invalid or unwilling recipients. Customers may not use Blu Dot SA systems to relay email without authorisation.
6. WhatsApp Automated Platform use
Customers must use the platform responsibly and may not:
- Submit fraudulent documents
- Attempt to bypass verification
- Abuse automated systems
- Use the platform for illegal activity
Blu Dot SA may suspend access for misuse.
7. LTE, Fibre & VoIP usage rules
7.1 LTE (SIM-only)
- SIM cards may not be used for machine-to-machine abuse unless explicitly allowed.
- SIM cards may not be resold or shared without permission.
- Excessive tower congestion caused by a single user may trigger FUP controls.
7.2 Fibre
- ONT and fibre infrastructure may not be tampered with.
- Customers may not run servers or high-volume services without permission.
7.3 VoIP / Unlimited Calls
- No auto-dialers
- No call blasting
- No call farming
- No fraudulent call routing
8. Complaints & enforcement
Blu Dot SA may take any of the following actions if this AUP is violated:
- Issue a warning
- Suspend the Customer's service
- Terminate the Customer's service
- Charge administrative or recovery fees
- Block offending traffic
- Report the matter to law enforcement
- Share abuse information with other ISPs
